I get what you are saying, and I think you understand what I'm saying as well but just to clarify: the fans on the radiator should be of the static pressure variety vs airflow (chassis) variety. Typically significantly higher amp draw as well.
Those 120mm fans on the radiator are not the ones the 9590 shipped with, no? What are those red-led Apevia fans that are installed rated for? Case fans are not a suitable replacement.

I've talked to ASUS support, they were surprisingly helpful and asked all the right questions. Unfortunately in the end, they could only recommend RMA.

The zal would definitely be quieter, but I wouldnt expect any greater overclock (if you're planning on it) than with the stock cooler. My OC didnt increase on water any over the stock hsf on my 850xt, but the high pitched whine at 100% fanspeed was unbearable.
Liberate that opty from it's IHS. This dropped my venice 3200 temps 8*C idle and 12* load. HUGE difference. My IHS was most likely not entirely flat, I suppose yours may be and your problem may lie elsewhere, just something to think about if you dont mind taking a little risk removing it
Mines not a PE, just the plain XT, in AGP....clocks to 620core/640mem. Its watercooled but the same clocks were achieved with the stock air cooler...just quite a bit hotter (80-85 C) and louder. Ive heard of other people reaching similar clock numbers, but I think its in the above-average range...
