I have a Dell Lattitude D600 whose LCD is acting up.

I know it is a hardware issue. So my only question is it a graphics card problem (and thus a mobo problem) or is it a LCD problem?

wtburnette, do all your clients connect in 802.11N? What mode is your router using, ie 802.11g, 802.11n, or mixed mode 802.11n/g? What encryption are you using, ie security? What channel is your router on and are there any other routers in that channel? Is it in 20Mhz or 40Mhz mode?

Have you tried anything yet? Everything connected properly (ie GPU auxiliary power)?
Immediately what comes to mind is to check that the GPU is properly seated, ie take it out and firmly put it back in. Try a different USB port for the keyboard (if USB). Is the monitor responsive?

Well, they are two different degrees as far as I know. Comp Eng is more theoretical based, ie understanding why things work, whereas Comp Eng Technology is more practical. There's also Mechanical Engineering Technology, etc.

You need to find out if said tv set top box has HDMI out or not; if it does not, trying to connect it to your monitor will cost you.
If it does, then I'd do:
HDMI-> TV Set top box
DVI -> PC
VGA -> Xbox
