The good thing is that Google now owns Moto, so anyone purchasing this phone is very likely to get ICS early next year. The bad part may be that it could have some incredibly lame-ass unneeded UI add-on like motoblah.

Have you tried a factory reset yet? I've had this issue before on older Android phones which fixed the issue.

I just purchased the Samsung Nexus S 4G for my girl; phone is pretty slick being a pure Google experience phone, plus it will be one of the very first legacy phones to get ICS since that's what Google was using to demo it.
I've had stock verizon Gingerbread for a couple/few months on mine, but I was a zealot and grabbed the last update before they pulled it. I also got the new one a day or two ago, which supposedly was the same with a bug fix or two.

Also, pull the battery for about a solid 2 mins and reinstall it before you attempt another charge. I find this tends to reset something the phone is doing in reaction to a dead or near-dead battery.
