The chance of getting a glow/bleed free IPS from any vendor is very low.
I have checked around ~110 dell IPS monitors at work in darkness at night (for the good cause of taking the best ones for myself ).
Out of those, how many were bleed/glow free? zero.
Around 5 were great ones with minimal bleed/glow.
The trick with IPS is to only use them in well lit rooms that cancel the bad blacks/glow/bleed or return them again and again until you get lucky.
