This was in response to somebody sending Valve a request for their one-time-only refund:

"Hello

Thank you for contacting Steam Support.

If you are experiencing issues with Rage please ensure your video card drivers are up to date.

For Nvidia users please install the GeForce 285.38 which you can get here:
http://www.nvidia.com/Download/index.aspx?lang=en-us

For AMD users with 5000 or 6000 series cards please install the Rage Performance Driver here:
http://support.amd.com/us/kbarticles/Pages/GPU121AMDCatRagePerfDriver.aspx

If you are experiencing issues with screen tearing:

RAGE currently does not have a menu option to turn V-sync on or off. To avoid tearing you can force v-sync to be turned on by entering the following launch option into Steam:

+r_swapInterval 1

Title: Setting Game Launch Options

If you are having issues with blurry textures and texture popping:

The texture streaming is limited by the performance and number of cores of the main processor (CPU).

The higher the resolution at which the game renders and the higher the anti-aliasing setting, the more texture data is needed to texture the environment.

If you do not have a high end CPU you may momentarily see blurrier textures and texture popping when the view changes quickly.

If you have a processor with two or four cores and you have a high end NVIDIA graphics card then you can try turning on the "GPU Transcode" menu option in the video settings menu in RAGE. By enabling this option a large percentage of the texture calculations are moved to the graphics processor.

However, this option is not available on all graphics hardware and may not appear in the menu if your hardware does not support the necessary features.

On processors with two or four cores without the ability to turn on "GPU Transcode" you can significantly improve the texture streaming performance by adding the following to the RAGE launch options in Steam:

+vt_maxPPF 16

If you have a dual core processor then you can set a lower value like:

+vt_maxPPF 8

If setting these values does not improve the texture streaming performance for you then consider lowering the anti-aliasing setting in the video settings menu in RAGE.

You may, for instance, observe slow texture streaming at high resolutions like 2500 x 1600 with anti-aliasing set to 16X.

In some cases lowering the anti-aliasing to 8X fixes the problem but lower settings may further improve the texture streaming. Alternatively, or in addition, you can lower the resolution.

If you are having issues launching RAGE:

If you are currently running Vista or Windows 7, please complete the instructions in the following link:
Title: Windows 7 and Vista Troubleshooting
Link: http://support.steampowered.com/kb_article.php5688-IFHZ-2170

If you are running in Windows XP, take the following steps:
1) Exit Steam.
2) Go to the "Start" menu, select "Run", type "regedit" and click "OK".
3) Navigate to the following registry key: HKEY_CURRENT_USER\SOFTWARE\VALVE
4) Right click and select "Permissions"
5) Check the "Allow" boxes for "Admin" and "System" for both "Full control" and "Read".

The remaining steps apply to *all* versions of Windows.

Please also verify the GCF for this game as outlined here:

Title: Verifying Game Cache Files (GCF)
Link: http://support.steampowered.com/kb_article.php2037-QEUH-3335

Note: Files may fail to verify. This is normal and can be ignored.

Then test the issue.

If you still have difficulty, you may also need to manually run secondary installers required by this game.

Exit Steam entirely.

Browse to your RAGE installation folder (Usually C:\Program files\Steam\Steamapps\common\rage\)

Run the following installers:

...\Steamapps\common\rage\directx\dxsetup.exe
...\Steamapps\common\rage\msvc2010\vcredist_x86.exe

Reboot your computer and test the issue again.

If the issues persist, please complete these guides:

If you have expelled all the above attempts at correcting the issues with RAGE we can offer the following:

As with most software products, we do not offer refunds or exchanges on games, DLC or in-game items purchased on our website or through the Steam Client.

As a one-time customer service gesture we can issue you store credit for the amount of your purchase into your Steam Wallet. The credit will also remove the title or item from your account.

Please confirm that you would like us to proceed with this credit.

Note this credit applies to purchases of RAGE directly on Steam and not retail purchases.

so what happens when a patch is released do we have to undo all of these manual changes?

jesus christ what kind of asshole releases a game with this obvious faults that a goddamn third party has to post a walk through for fixing the game?

Also love the steam wallet part. what a load of horseshit.

I'm curious about this as well.

the biggest improvement seems to come from forcing 8K textures via the rageconfig.cfg file...I doubt a future patch will enable this option as it might be too much for most people who don't have a card with at least 1.5GB of memory...so in that case how will the patch affect the people who forced 8K textures in the game?

from what i've read as to what id is working on for fixing the game, sounds like we will get advanced graphic options in game. Wouldn't surprise me to see a texture quality option in game.

as far as what to do when a patch comes out in regards to those of us that have created a cusomconfig file? I dunno probably delete the file? lol

You act like Rage is the first game to do this or that it is even something new. Buggy games that need community help have been around since even before the internet existed. Doesn't make it any better, but people keep acting like this is some recent problem.

not a recent problem but the problem has been really bad with some high profile games this year which makes the problem look a lot worse (Dead Island, RAGE...even Witcher 2 and last year's Fallout: New Vegas had some pretty major bugs on release)

Yeah it seems that bugs a bigger these days, thankfully game communities have gotten better at fixing them over that time too.

so we can get a one time credit for this pile of crap? GREAT, im about to start the process.

Ahhh got ya, thanks for clarifying

After adding the rageconfig to the base directory I reset my nvidia control panel settings to default.

I started playing the game and really think this is the best PC game i've played since Crysis 1. Give the game a play, it is really good.

Wow, you KNOW a game is bad when there are people who are obviously affiliated with Rage somehow, make an account and log onto a board to try and say it's great.

How about putting that effort into making the game better....you shill.

PC gamers expected Id to be better than EA, Activision, or Ubisoft.

I hope you have some proof to backup those accusations. I've been a registered member uner this alias for five years and posted six times, but have known about and read HardOCP since (I believe) 1999. Does that mean my opinions do not matter?

Anyway, back to the topic. Most, if not all games for PC, have had some minor to major issues upon release. It has always been the community of pc geeks who hash out the problems and provide feedback to fix said problems. iD games have always had issues, and have always been fixed though config files and cvar launch settings.

What we are experiencing here is a conflict of self-righteous entitlement with the status quo of iD games. I think the majority of those complaining about it are whinging so hard that they can't see the forest through the trees. I have never expected a game to be perfect upon release. In fact, the first thing I do when deciding to buy a game, or have already bought the game, is look at the community forums and see if there are any tweaks/fixes to make the gameplay smoother, more enjoyable, and for any mods that I might be inclined to apply. This is why I prefer PC gaming to all other forms: for the sake of tweaking and peaking. I am not upset that Rage happened to follow the status quo of all other iD games, requiring us PC gamers to use our brains to apply quick (1-day) fixes to the issues.

Sure, the game should have had more extensive graphic settings in the menu, but did that stop me? Hell no. It only motivated me to get off my lazy ass and figure out a fix. Oh, and that fix took about a whole 10 minutes out of my life to research and apply. Boo hoo. Cry me a river.

time here not post count.

I'm gonna buy this game when it is $5 on Steam and all patched up lol
Games are a joke these days. Gone are the days of getting the game on day one.
devs are just trying to rip us off...

Um, I'm not affiliated with ID. I've just never posted on the forums before, does not mean i don't read Hardocp's website everyday. All i'm saying is that the game is good enough for me to take the time to create an account and post this message because everyone is taking sooooo much time bashing a game they have never played or refuse to over all the criticism. I think the gameplay is good.

If you ask me, Crysis 2 was much more of a turd. I am 4 hours into Rage and am still hooked, i quit Crysis 2 after 2 hours and have not picked it up since.

Haha... Rage's problems have been blown way out of proportion. I just installed the game at a friends, he got a 580 GTX, there were NO problems. Sure, 8k textures are nice, but the game looked great by default, and his performance were insane... No texture problems.
The issue I had with texture pop-in and bad performance was fixed using AMD's Rage performance driver.
