Temperatures are all a function of what your ambient temperature is. The smaller the difference between your room temperature and the temperature of your CPU cores, GPU, motherboard, etc., the more efficient your cooling system is. ;)

They are almost identical. The TJ10 has a door, whilst the TJ09 does not. I don't believe there are any other differences, as far as I know.

I've used both coolers on the same system (Opteron 170 @ 2.8GHz - 1.30V VCore - Asus A8N32-SLI Deluxe), using all manner of fan configurations (different fans, dual fans, etc.). I've found their performance to be virtually equal in my situation.
I'm using the A8V-VM SE for an HTPC for a buddy of mine.
It's great for stock performance, as stable as they come.
