I ordered the following for a home server and I would really appreciate some advice:
Intel Core i7 7800X
Gigabyte X299 AORUS Gaming 3
MSI GeForce GT 1030 Heatsink
It will serve SMB, Plex, Zoneminder & Home Assistant as well as transcoding my Blurays to x265.
It's going to be running 24/7...
Trying this in the past 8-10fps average is the max, with 1080p it only uses around 6 cores.
I'm pretty sure MulticoreWare Inc have a commercial product that does this, RipBot on Windows has hacked something like this together but I don't think MulticoreWare are very happy about it.

I remember H.265 encoding an old B&W film "Death by Hanging", the encode was larger than the Bluray, H.265 doesn't seem to like excessive grain, I remember there is a grain tuning option on x265 but I didn't try it.
H.265 seems to love clean digital camera video and 3D!
My findings on 5 simultaneous Handbrake CLI encodes from blu-ray 1080p to H.265 with source framerate and audio passthrough at CRF 17 using 24 x Xeon cores with HT at 2.5GHz (AVX2), 192GB DDR4 RAM.
OS: Ubuntu 17.04, Handbrake installed with apt using John Stebbins PPA, all packages up to date...

UPDATE: WinDFT fails, fingers crossed HGST will accept two US disks in AU.
Unbelievable, regular SATA, bare metal Ubuntu 12.04 server, the two bad drives basically stop Ubuntu from booting with the same "buffer I/O error", oddly they were mounted in the "cage" right next to each other, that does mean that I didn't run SMART on them, the other four disk passed...

raiderj - totally agree, I was clutching at straws hoping the disks would come good under another OS, I will do as you say under Linux.
_Gea - I didn't even notice a napp-it ESXi VM, that's awesome, once I have isolated any faulty disks I will probably go with this option.
What a nightmare, luckily I have no data on there yet!
