Are you using Symantec Client firewall? It did the same thing to me. Called my CC company and the nice lady said there was no activity. I turned off the privacy control and ad blocking and it went right through.
If you can't find a used Q6600 that fits your budget, I've seen the E6750 used for under $100 here and on ebay. Awesome processor.

The E8500 doesn't make much sense when you can get a Q9550 for about the same or only a bit more on sale. I went from an E6750 to the Q9550 last summer with only a simple reflash required. Had planned on a 275 to replace the 8800GT but my refrigerator died, leaving me broke. Now just waiting...
