It will be boring if AMD make the same mistakes as in most previous years. Always good hardware but never drivers that can take advantage of it. AMD is their own worst enemy in this regard.
I don't understand why trixx didn't allow you to set voltage, I have the exact same card as you 7970 oc with boost blue PCB and on both bios positions I am able to change voltage with trixx and pretty much any OC software. I did have issues with afterburner where it would only take the voltage...
I tested again yesterday and today for 30 minutes in unigine and over 3 hours in far cry 3. Can I ask what you use to test for stability, I haven't noticed any artifacting and it no longer crashes in battlefield 3.
Use Trixx, I have the same card (oc with boost blue pcb) and the same issue with afterburner as you. Trixx will allow you to set the voltage and it won't be constant. I would also suggest using a custom fan profile to keep the temps low.

Ok this is weird, I was overclocking my 7970 and was having issues with stability at 1.2Ghz namely the game/application would crash unigine/farcry 3 and the clocks would be stuck at 500 core and 150mem. This was all with Trixx, upping voltage had no effect.

Cheers, I was using heaven to check for stability aswell and my vrm temps never went over 68 after 15 minutes, but just 3 minutes in OCCT and my VRM rose to 108c 98c.

Does anyone use OCCT to determine OC stability, is it in the same as furmark in that it overly taxes the GPU above what any game would.

O_o Ultra with FXAA and 8XAA and still getting 50-60 fps with a GTX 670, Is that when you're looking at the ground or sky because is sure isn't when your actually playing the game with those settings.
Have you tried troubleshooting by uninstalling the latest drivers and installing the drivers you were last able to change the voltage with. This would rule out an issue with your card. I don't see how the drivers could be stopping your card taking the voltage change as I use the latest and...
I'm struggling to get higher than 60 with max quality no MSAA 1920x1200 with 12.11 B11 and CAP2. 7970 GHz clocks. Anyone else getting higher fps.
The stuttering is there for me in DX11 but it's very minor.
Use the modded version 4.4.0b, it allows you to change the memory voltage although that isn't relevant to you but it's the only thing I can think of as its the version I use.

If your computer is freezing or you see white screen with lines then that is your limit, you will either need to up the voltage or dial back your overclock. Not everyone sees artifacts when reaching the overclock limit, mine goes to a black screen and I need to reboot.
