if your refering to internet browsing being slow, then a 2nd router is not going to resolve the issue.
To resolve the issue with the slowdowns, you will need to limit the bandwidth of your torrent application. There should be some sort of option for this in the program. The torrents are...
torrent programs will suck up as much of your bandwidth as it can....dont use that program, but im sure in its options you can set the limit for the bandwidth it uses
or it could be faulty memory if its stoping at the same time during the installation, try running memtest86 to test your ram, usually with the memory though it would say it cant copy a file.

the answer depends. If the modem is just a regular modem, then it will only be able to handle 1 device attached to it, because the modem can only issue 1 ip address aquired from the isp. If this is the case, then you would need a router attached to the modem(the modem then would give its ip to...
I see it as the pita would be having to go and then locate those machines and make the changes on them when the rules change in regards to what the machine is to. Having the ability to make that change at a centrally located spot would be more efficient IMO.

easiest way would be in the routers config...Im not familiar with your router but im sure it has the ability to block internet access based on the computers mac address
i would hook up directly to the netgear...isolate it..ie the computer and the router...change the routers ip address. If im correct d-links use the 192.168.0.1 ip address...at least mine does....if the d-link does use the same ip, then you will have an issue connecting to the netgear
also in the router in the dhcp area you can assign the ip address to the computer based on its mac address. So everytime that computer is on the router it will give that ip address to it
maybe right click the cell and choose format cells...on the number tab its probably highlighted to time in category...choose the custom in the category list then scroll down the type column and you should be able to see an option to just display time in whatever function you need
