    I just got my 9800x3d build finished, first AMD after two decades of intel. I ran prime 95 and the CPU is only going to 4.7-4.9ghz instead of 5.2. Is this normal behavior? I shouldn't have thermal throttling. The AIO is keeping temps around 76c.
