I think I figured it out. TMK, newer GPUs do not ouput any analog signal whatsoever, and the DVI cable I was using was very old, likely analog.
Getting a DisplayPort Adapter>HDMI to test my theory soon.

Tried Windows Migration Assistant over Wi-Fi, moves at a snails pace, ~19mb/s.
The only option I can figure for now without buying removable media is to upload to iCloud Drive, but I have a slow upload speed so this isn't ideal.

Primary monitor is being fed by HDMI.
Secondary monitor I'm trying to add, I'm connecting via DVI.
When using either port, when I connect DVI up, both screens go blank.
When I unplug the DVI connection, the primary HDMI display comes back up.
Windows 10.

Update~ If I lose settings, so far logging out of Synapse and back in has resolved the issue. This is still cumbersome to a degree; likewise, better than having to end all Razer processes without a working mouse.
The largest issue that I have is that frequently, my mouse config will go away (sensitivity buttons disabled), and same with keyboard. The only way to fix is to end all Razer processes and restart Synapse.
Extremely helpful post. If you know more, you could probably do a write-up if you wanted to help a lot of Razer users, because through all of my searching on the Internet, there's not much resolution.
Has Synapse ever worked for you? Did you successfully create/login an account the first time...
