I just found out that they are used to reduce electromagnetic interference. So I think I'm gonna keep them on. Except for the ones that got in the way of the USB ports.
The things I'm talking about are the things I have circled in this picture. This isn't my IO plate but you get the idea.

I got a new mobo and on the IO plate, there are a lot of little tabs around each opening. It's making it hard to place it right. Am I supposed to remove them or just deal with them?
