I went from a 2.4Ghz XP to a 2.5Ghz Athlon 64 3000+ (Ocd) with my 9800 Pro.

Remember the Neo2 undervolts by a little and I would recommend between 1.55 and 1.6v for the CPU.
My highest HTT is 343x8 but I personally think the memory controller on your Winnie will restrict you to around 331. My old Winnie 3000+ would only hit 321.
The Turbo button on old PCs was designed to SLOW the PC down! To 8Mhz. Some old ISA expansion cards didn't run above 8Mhz so the Turbo button was introduce to allow the system to be underclocked to make them work!

I'm running 2.8Ghz on air with an XP90 but it is all in the luck of the draw! I have been reading other forum and would say average is about 2.5 to 2.6Ghz and the Toledo cores are slightly (I say slightly) better overclockers.
