Helping a buddy out with his. ( MOBO got fried maybe same issue as mine now)

This is a old computer that I was putting some "new" old parts into namely Hard drive
This system worked until i shut it down and won't start again
I stripped it down to Cpu and MOBO only and
Powerswitch.
Plugged into power verified.
Power flowing...
I found a frayed wire on the IDE strap to my HDD could this short out a MOBO?
Power is flowing through the mobo to the mouse but can't get CPU to start
I think somebody got into the bios of my friend .... and fuxored something up ... so one of the times I managed to get in I changed the settings back to the default ... safe configs and I am booting up all the time meow

Just got a quick question got a old mobo of my friends here.

When I start up I get no beep.
When I reset after start up I get Long beep looping.
Ocassionally the comp boots up just fine
Any ideas on what is wrong?
