On standard big.LITTLE ARM CPUs, you would be correct.They say it's a 12 core but it's only got 8 or 4 usable cores. You can't use all 12 at once.
With the M1, though as 1_rick and the article he posted shows, all 8 cores (performance and efficiency) can be used simultaneously.
