Volume limiter AND amplifier software?

Perhaps I've just been using the wrong terms but for years I've been looking for a non-OEM (driverless) version of the old Creative Labs "Crystalizer" software. It came with the Audigy (and presumably later cards) and, like many volume controls it would automatically decrease the volume when it sensed a radical change, such as when an explosion occurred on-screen. However, unlike every other program I've seen, it also automatically amplified quiet sounds. You could literally go from a scene in a game or movie where everyone's whispering in the next room to massive explosions and both sets of sounds would be compensated for so they'd be clear and audible without ever getting too quiet or loud. (Basically, two equations saying "if the sound is below X level, raise to Y" and "If the sound is above Z level, lower to Y")

Has anyone come across a piece of software that actually does both of these?

(and if anyone's wondering why I don't just use the old soundcard (especially since it probably was better than even modern onboard sound) its because my mobo only has 1 PCI/e port on it due to its tiny size, which is taken up by the graphics card)

thats normally called volume equalization, windows calls it loudness equalization and it's under advance sound/device properties>enhancements.

...I just checked this and I don't have an "enhancements" tab... have the other 4 but no "enhancements"... is there a place it has to be enabled first?

nope. drivers are up to date, not windows generics?
edit: actually it should be present under windows drivers, my laptop im on is using them and thats where i grabbed that screen shot. hmmm....

The "enhancements tab not being visible" is a pretty common windows 10 issue (After a "recent" 2016 update, typically), one I faced as well. I actually re-installed with retail media after 3 days of trying to solve the issue. I'm not super knowledgeable of how windows initializes the GUI based on driver level changes, though - so that could have contributed to my frustration.

It did go away after re-installing with unmodified retail windows (I was using an OEM USB boot disk) and allowed me to see APO EQ's adjustments. I bought a rack EQ instead, for under 100$ and I never looked back, though.

And yes, a system wide sound normalization would likely fix a lot (not all) of your issues, OP. It will create others, with non-compressed music, as well. There are a lot of discussions around normalization through an APO online, though.

Yes and no, some are generic some are not. The main sound card is OEM's drivers, and for lulz I tried it on my graphics card's drivers (sound over HDMI) which still didn't work, though strangely, it showed up in 1 place (see below)

Look for a 3rd party eq software.

Eq APO
Eq Pro

Will take a look at them, thanks!

Given all the other "features" of windows over the years this doesn't surprise me at all. And like with all the past ones, turning to 3rd party isn't surprising either.

Though just to make things extra strange... I hooked up a Bluetooth headset to my PC last night for a long discord chat... (btw, terrible range, even with a 15dbi antenna on my Bluetooth adapter) and the "enhancements" tab showed up on it... none of the other sound sources, but just on the headset... (which makes me wonder if windows is trying to be "smart" and only show that option for headphones/headsets like it does with the "windows sonic" feature)

huh, odd. what i would do, is remove it from device manager and select delete driver, reboot and let windows pick it up and reinstall its driver. see if the enhancement tab shows up.

I have a sound card I've been toying with, meaning I've been installing, removing, and re-installing its drivers and software. The Enhancements tab disappeared but uninstalling its drivers and software, rebooting, then reinstalling and rebooting brought it all back.
