Both my 1080ti's are under water. Getting some decent clocks outta them.. constant 2k GPU and 5800 on the memory. Both cards run under 40c full load. Oddity is that card 1 runs at 1.093v and the second only hits 0.981. The clocks match. Is this common?

I don't see an issue. Not all cards are made the same. Secondly, which card has a higher voltage, the first or second card in the loop?

Not an issue.. both cards run fine.. just an oddity. I thought using AB linked matched everything on both cards.. ie. volts and clocks. The second card in the loop is vising the higher volts.. though both stay really cool under load.

Could theoretically be a sensor malfunction/variation too, but as mentioned not much concern.

Only thing that "worries" me is a seemingly low OC for cards that run in the 30c range under load. When I attempt over 2K on the gpu video freezes... with one GPU reporting under 1v I was thinking that might be why.
