1) What will you be doing with this PC? Gaming? Photoshop? Web browsing? etc
Gaming- Minecraft, Garry's Mod, Team Fortress 2, Possibly HyperSpin
2) What's your budget? Are tax and shipping included?
$400-500
3) Which country do you live in? If the U.S, please tell us the state and city if possible.
Tulsa, OK
4) What exact parts do you need for that budget? CPU, RAM, case, etc. The word "Everything" is not a valid answer. Please list out all the parts you'll need.
CPU (APU?)
Motherboard
RAM
VIDEO (If not APU)
HDD
CASE
5) If reusing any parts, what parts will you be reusing? Please be especially specific about the power supply. List make and model.
PSU = Thermaltake TR2-430W
6) Will you be overclocking?
No
7) What is the max resolution of your monitor? What size is it?
Samsung 32in LED 1080P
8) When do you plan on building/buying the PC?
Within a month (can wait for deals)
9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? USB 3.0? SATA 6Gb/s? eSATA? Onboard video (as a backup or main GPU)? UEFI? etc.
Nothing special would like 6GBps and SSD if possible of course.
10) Do you already have a legit and reusable/transferable OS key/license? If so, what OS? Is it 32bit or 64bit?
Licenses covered 64 bit.

*EDIT - Added motherboard to step 4, Defined Thermaltake TR2-430W as re-used PSU, confirmed 64 bit OS license. Changed mind on case since this eMachines case is crap and most likely won't fit with new Mboard/PSU.

What PSU will you be reusing? You did not list needing one in question 4 nor did you state you're reusing one in question 5.
What motherboard do you have? You did not list needing one in question 4 nor did you state you're reusing one in question 5, but you listed requirements for a motherboard in question 9 so I think you do need one.
What exact e-machines mini-itx tower?
For the answer of #9, mITX should probably be a requirement. ;) Additionally, SSD isn't part of a motherboard. With your low budget, I don't think you're gonna get an SSD in your build.

Edited post see bottom for items added to original post. Thanks, look forward to some APU suggestions, SSD is not a requirement!

It's better for you to consider a microATX setup as they're generally cheaper in comparison to "regular" ATX or mini-ITX.

$92 - AMD A8-5600K
$60 - MSI FM2-A75MA-E35
$65 - Kingston Hyper X Blu 2x4GB DDR3 1600 RAM
$145 - PowerColor HD 7850 2GB video card
$34 - Seagate Barracuda 1TB HDD
$45 - Corsair CX430M 430 watt modular power supply
$29 - Antec VSK-3000 microATX case
=====
$470 - Total before taxes

I don't like your Thermaltake PSU; historically, Thermaltake power supplies aren't as good as advertised.

Though I don't normally recommend PowerColor, the HD 7850 at that price is a better bang-per-buck performance video card than the GTX 650 series cards.

Given the games listed, I honestly wonder if the A8 GPU would be sufficient.

This would probably allow for a SSD and faster RAM. Or heck, even pocket the cash and put it towards a future upgrade.

.

Minecraft with HD texture packs can make full use of the HD 7850 actually. Not to mention that there's always the likelihood he's going to play newer games.
