As for the single cable, remember that this is Armenia we are talking about which is only about the size of NYC and and only has about 40% of the population of it as well.
Also remember that there have been several cable breaks in the US that have knocked far more people off the net and/or disrupted phones and other communications, and over a much larger area then this little country.
