Clever.
But like hell I'm toting that 50lb hung of metal, motors, and batteries around. Probably weighs 3x what my bike does.
So now instead of needing to look both ways when you cross the street, you'll also need to look up to watch for falling bicycles. Try explaining that injury to your insurance company.
So what happens when some douchebag parks his bike on the same pole under yours?
Its a commercial for http://www.conrad.com
The biggest electronics parts shop in Europe.
This invention wouldn't work here because the utility companies don't want anything that impedes access to the installation or servicing of the overhead lines. Imagine a utility worker cutting that contraption off a telephone pole and the bike crashing to the ground.
Couldn't a clever hacker brute force the security on that wireless remote and lower the bike?
Knowing my luck, Someone would figure a way to knock the pole down just to steal the anti theft device.
Hmmm Ok, say you create this for the mass market. people buy it. Then the next time you park your bike up the pole you come out and there are 7 bikes below yours. Your hosed because now you have to wait for the others before you get your bike back. Or if you have friends like mine you come back and find it JB welded to the pole.

Kind of screwed if your batteries die...
Side note. I drive a 98 pos Honda Civic hx.
times broken in to: 36
Radios stolen : 6
4 of them stock crappy honda radios with no CD player or tape player.
wheels stolen: 2
car stolen: 0
7 tries but none could drive a standard
People caught breaking in to it: 9
Low crime area, Nothing special on car. No one can figure out why it keeps getting hit.
Door handle on driver door broken from it being yanked on hard by thieves. trying to get in it that much quicker. Nice jagged sharp plastic. Have found blood on concrete next to car from them trying to get in and cutting their hands to pieces. Hell No, I'm not fixing it.
