How much power in terms of watts (PSU) would I need and one that doesn't have a 12v rail dropping below 11.83v to power a Northwood 5GHZ project?

CPU: P4 2.53GHZ "Northwood" 1.5v in bios
RAM: 1st G.Skill 1GB 400 RAM 2nd 2xCorsair 512MB 400 Value Select
MOBO: GB 8GE800 Pro rev1:1
GFX: Geforce 4 Ti 4200 or Maybe Integrated
PSU: Unknown atm.
COOLING: Dryce @ 40cm Pipe and some Socket mods and Reintention to be done still

What are the specs of the rest of the PC?

Considering that a Pentium 4 HT 2.4C uses around 66W, twice that will be 132W for a 5Ghz P4 give or take 10W. That's just for the CPU alone.

Also is there any vid mods for the Northwood (and yes I'm aware of the S.N.D.S) that will be able to help bump up the voltage to 1.8v +. Yes some resistor and capacitor mod to the cpu area is required for the power to fluently pass into the cpu.

Some Notes: Not a HT cpu. I think it might be a B series Northwood being
Northwood series A: 1.8 to 2.4
Northwood series B: 2.53 to 3+ no HT
Northwood series C: 2.6 to 3+ with HT

Otherwise I'm not really sure.

With those relatively low specs, I'd imagine that the even the $50 Corsair 400CX would be enough.

Well, if you need specific recommendations, it would help a lot to know what options you have available to you and what the pricing is. If you can get Seasonic units where you are, they have some lower-wattage models that are probably pretty inexpensive. The 300W or 350W models would be plenty for your needs.
