Zyxel ADSL - Bandwidth management useless?

Dear Experts,

I have:
Zyxel P-660HW-D1 ADSL modem with 9/1 connection to internet.

I have 2 computers attached to it via LAN wired interface:
1. HTPC that streams TV channels from Internet
2. Gaming PC with Steam

Problem:

When I download games on Gaming PC via Steam HTPC streaming from internet becomes choppy because Steam uses whole ADSL bandwidth.

Solutions?
Steam doesn't let limit the download speed and it always use the whole channel. But Zyxel ADSL modem provides Bandwidth management per IP, WAN, LAN etc.

So , I configured Bandwidth management so that HTPC PC has High priority and Gaming PC has Low priority for WAN->LAN. Also I tried limiting the download speeds for Gaming PC in Zyxel modem to say 1mbit/s leaving 8mbit/s to HTPC.

Nothing works. Steam still uses whole channel while downloading the games.

Somewhere I read that it is useless to have incoming bandwidth management locally on ADSL modem. The only way to manage incoming traffic from internet is somewhere upstream. And what ever I configure on my ADSL modem Steam will still continue flooding my modem with maximum amount of data allowed by ADSL line. Is it true or am I doing something wrong while configuring the ADSL modem locally?
