I am looking to improve my read and write speeds on small files. Looking on newegg, the Kingston SSDNow S100 SS100S2/16G caught my eye. Cheap, great read speeds, decent write speeds. Would this be enough or should I spend a bit more for a newer SF drive with 200+ read and 200+ write speeds?

How big is your working set, are you doing random or sequential, over the network or local, and if so what protocol?

I have a small NFS ESXi store I am looking to boost performance in. Most reads/writes will be sequential as this is for a home NAS box. All my windows boxes are connected via CIFS and each machine is connected via 1GB Ethernet.

Are you talking about a ZIL/SLOG device? This is only for synchronous access. Is CIFS even synchronous? NFS is, but regarding CIFS I'm not sure.
