Does the cardboard stuff on the backplate come off (ie is it covering a sticky side), or do I leave it on?

Leave it on it is their as a spacer so you do not crunch any leads or components sticking out on the back side.

It's part of the mounting hardware for A64.

Thanks, MLF. I wasn't sure because the HSF installation instructions in the MSI K8N Neo2 user manual shows them peeling something off, but nothing seemed to come off of the Zalman backplate :p
 
Many backplates use a rubber pad with sticky top and bottom and you remove a plastic cover to allow the pad to adhere to the motherboard bottom for additional stability and to ensure that the pressure of mounting is applied to the whole backplate instead of the two mounting holes and the motherboard
