Using Windows XP Professional, is it possible to have 5.1 ch sound on youtube videos?

This! Youtube does not have 5.1.. only some dvds/bluray/etc have it and 5.1 specific music.. < I could be a bit wrong though.
 
Is it a limitation by flash?

In that case is there a way to simply duplicate the 2 channel stereo and output to the other channels?

No, it's not.

It's just something YouTube does to help save HD space.

GameTrailers has some decent HD trailers (not sure on the audio), every once in a while.
 
To get 5.1 discrete audio channels you would need to encode the audio with Dolby Digital or DTS. Not to mention the source would have had to of been recorded and mixed for 5.1 discrete channels of audio.

Currently, flash video sites all use either 2 channel MP3 or AAC.
 
Flash doesn't allow for 5.1 channel discrete audio by itself. If you have a sound card that can upmix stereo sources to 5.1 (DTS Neo, Dolby Digital Live), then yes, you can have 5.1 channel sound, but it's not true discrete audio - just upmixed stereo.
