Those clan servers must not make good pubs if he is legitimately good and they kick him. On my clans server we don't just ban because we think they cheat, we go spec, make a demo, if their cheating, that demo is sent to steambans, then they look at it and make the judgment.

Honestly, I get good kill/death ratios in all my FPS games if I want to but that doesn't mean much. The way you get them matters too...if you hide a lot, shoot people when they're almost dead, etc. it's very easy to get kills in a DM type of game.

Usually I go for points though (TF2, DODS, etc.) 'cause when you get 200 points in the same amount of time that others get 50-100, you know you're doing better. Ratios don't matter most of the time unless you can actually go against 5-6 people at the same time and kill them all by yourself.

Apart from that, I'd say you're only really good when you can duel anyone and win...but most games don't even allow that.
