XP profesional not reformating

I have reformated with the same disk and the same computer dozens of times but the last time i tried to reformat it doesnt even give me the option to boot from cd.
i even tried booting in manualy and it still didn't work i havent changed anything in the bios and haven't changed the boot order so im am confused and I really need to reformat.
 
Make sure your cables are plugged in correctly. Double check the settings in the BIOS as well. Try booting from another disc too, just to see if that works.
 
well im pretty sure that the cable are all fine because im using the pc right now and no problems with anything besides this HDD is full of junk.
