XP not rendering windows correctly.

If i'm playing a game and minimize, all the windows covered by the game show up filled with white instead of their contents. For example, if I have an explorer window open to my computer, instead of seeing the icons for my hard drives and disk drives, the window is just white. If I move it, it stays white. If I drag it off the screen and then back on, it will render it correctly. Anyone know what could be causing this issue, it's really annoying.
 
The problem is that it does it in all programs, not just explorer. If there is any program covered by a full screen game, it turns completely white and I have to drag it off screen and then back to get it to re-render.

I've also tried reinstalling my graphics drivers (yes I used DriverCleaner Pro), that was the first thing I tried.
