XP install failure

I'm trying to install XP on my 2000 system. Here's the problem: when the initial loading takes place, and the first screen [install XP, repair XP, etc] the system speaker makes the same noise it makes whenever there is a thermal shutdown.

I have a gigbyte 7vt600 1394 motherboard, XP 2500+, 256mb DDR, radeon 4500 (with a loud/faulty fan). Incidentally, before I even started working on the computer, I installed a modem and accidentally put a live phone line into the network card.

Frustrated.
 
You say thermal shutdown, what are your temps and have you tried reseating the heatsink?

In BIOS, my cpu is 70c and system is 23c. I have moved my computer several times since I last ran it, so maybe the heatsink has come loose.

HOWEVER, when I run CS 1.6, the computer doesn't shut down under that load.

edit: my computer makes electrical scratching noises when off
