xp desktop

I have bought refurbed laptops with xp. Though I'm not sure on desktops. Though the system would be very limited on xp 64. I know you wouldn't get a new rig on xp.
 
you can downgrade the OS to XP, but it won't come loaded on the computer. Dell stopped shipping XP a while ago. You light check their end-of-lease stuff.
 
Alternatively, have your friend push management toward hiring a company to come in-house and train users on the new operating system. From what I've seen, it defuses various fear/uncertainty/doubt from many "problem-prone" users, and gives a consistent platform to empower users and get them comfortable.

Edit: Just glanced through Dell's outlet/refurb site: no desktops with XP listed.

About the only machines you will find nowadays with XP are refurbs/recertified/used. MS effectively outlawed XP on new machines a while back (to push sales of Vista & then 7) by way of their deals with PC mfgr's.....as in no more copies for you, and the ones you already have are no longer valid after xx date, because we blacklisted them in our system so your customers cant even register or update it anymore.....

i guess that would explain why the 4 year old copy of windows xp home that came with my dell laptop (which was preloaded with xp pro) and i never used came up as an invalid serial number when i tried to reinstall recently. kinda pisses me off considering it was supposed to be a retail copy for when the 3 year xp pro license from my university expired.
