XP 2000+ underclocked?

My friend was telling me about how his XP 2000+ by default was underclocked. Normal I thought, all XP's do this right? Because the bios sets the FSB to 100, when it should be 133, correct? Well, when I told him that, he said that's what he had already been told, but he couldn't raise the fsb even one mhz above 100. He said his ram is rated at DDR 333, so it should do 133mhz fsb just fine. His temps are good, and he's using a volcano 9 I think for a HSF. He said it'll POST, but crash in windows etc. The only thing I could think of is that maybe the bios is setting the voltage too low by default. Could that be it? I haven't had a chance to look at his computer first-hand, but that's my guess. Anyone had any experience with this specific issue?
 
Hhmm.. That's a new one on me. I had a 2000+ in a Soyo Dragon MB. Never had any problems like that. I was not a good overclocker by any stretch, but had no problem at 133. Perhaps he has a cooling problem? I know my volcano 9 is VERY pecular about being mounted just right. He should check his temps at 100. Also, what MoBo is he using?
 
Don't know what mobo he's using, but I know his temps are only in the high 40's at load. I also know that he has no case fans(aside from his PSU fan/fans), so I'm sure his case temp is up there too. I thought cooling issue as well, but his temps seem fine.
 
Well that rules out temp probs. So he's left with either a lemon CPU or some strange incorrect bios setting. I know that my Soyo had a strange way of setting the FSB speed. It basically had two different selections. On one you set it to either 100 or 133; the other setting had the 1Mhz increments. I never actually tried setting it to anything like 101. It may be a long shot, but he could check to se if there is actually a 133 setting in the bios. Would also be helpful if he knew someone who could bring a different CPU over to try. That would help pin the problem down.
 
some motherboards have a jumper that sets it between 100 and 133/166. Its usually somewhere near the northbridge, make sure if you have one its set to 133
