Built new system yesterday.
Using Windows 7 64bit.
ASUS P8P67-M-Pro MB
16 Gigs Gskill Ram
i5 2500k

Problem is when I scroll a webpage or read a document and
page up or down i see small white colored pixels in anydark back
ground. (like on the forum). The more I scroll the page, the more
I see. I don see any pixels on the desktop istelf.

Heat is not an issue, system reports 30C.
System is not overclocked.

EDIT:
Do not see the issue in safe mode.

Have installed the latest Cat drivers off the ATI website.

Any suggestions as to where to start on this problem
or do I have a bad card?.

I know you said it's a new system but it sounds like maybe the driver is having issues somewhere. I'd try uninstalling the driver and using a driver cleaner program then try reinstalling.

Just something about working fine in safe mode is pointing me that way.

Didnt think about the drive cleaner, so I rolled Windows 7 back to
start. No biggie I didnt have much on the drive just yet.

So, I then noticed that Windows update had it own driver which
I blindly installed automatically the first time around.
What I think happened is that when I installed the AMD Catalyst
driver I put it over over the MS one (not VGA standard at first boot up), and it got meesed up.

So now I have my windows update set to manual to filter out any
AMD stuff they throw at me.

All is well now, thanks you were on the right track for sure!

Sounds more like the fabled "cold bug" to me!

One of my Asus cards does this if I have it as primary.... goes away if the card warms up which isn't so easy on H2O.
Fortunately the other card is fine with 2D at low temps.
