xfx 7970 crossfire issue

is there a problem with the card if in catalyst shows card 1 running like
gpu 300mhz
memory clock 150mhz
temp 36c
fan 20%

and the other card #2 showing
gpu 0mhz
memory clock 0mhz
temp 0c
fan 20%

but when i start up a game it shows them both on at the same setting gpu memory clock
 
Working just the way it was made to. If not in use the secound card is supposed to "go to sleep" as it were.
