I got an xfx 680i LT sli board, and the south bridge fan is pretty noisy, i was told i could use speedfan to decrease the speed, is it safe to decrease the fan speed on that chip?

Usually the SB temperatures are much more lower than the NB temps, if you use the SB at default/low voltage, you can lower the fan speed. The 650i boards don't even use active cooling on the SB, I don't know for sure if the 680i LT has much more "complicated" and power hungry southbridge.

No.

680i runs around 70c even with the fan on full blast. Look in BIOS it should be called MCP. Northbridge is SPP. Best option is to get rid of the 680i, and get an Intel board.
