Thinking about picking up a second 390X. What kind of PSU would I need to drive them? Currently have a 650W, but I know that's not going to cut it.

get at least a 850w psu if you will OC them and CPU

and get an i7 4790k 4770k to get most of those cards

Rest of system specs are in my sig. i5 4670k OC'd to 4.6, 16GB RAM at 2133. I don't see why the 4670k wouldn't make use of these two card. It's OC'd to the max. Only thing the 4770K would give me is hyperthreading.

Directx 11 overhead increases cpu usage and 4Core/4thread would be used more than an 4c/8t, aswell the trend games is supporting multithreading so a 4790k/4770k is 10-20% better than a 4670k

So they took 10-12 games, added up the min and max numbers and came up with that chart?! Wtf?! Never seen it done like that before...
