Xeon E5s turbo boost always on?

Does anyone know if there is a way to get Xeon E5s to run boosted 100% of the time?

I know that for the i3/i5/i7s at least, some MBs (such as the Flaming Blade GTI) have a BIOS setting for TB to be constantly on (as opposed to just "kicking in" according to Intels stock algorithms). Can the same be done for the latests Xeons somehow?
 
It was my impression that Turbo Boost on the desktop will stay activated constantly if the processor is loaded and is cooled adequately and is not drawing too much power. I believe it only backs off if you exceed a certain temperature/power threshold. It helps if you are using a discrete GPU, as this will ensure the power normally required by the IGP will not contribute to power draw/temperature.

Turbo is always on. It is regulated by power usage over time, which determines frequency. Different workloads burn different amounts of power.
I think you are asking if you can lock the freq to the highest turbo freq. you can only do this on unlocked K parts, not on Xeon.
