Does the made by ATI model of the x850XT come with the Vivo feature.

also on looking at pics of the card. There is a yellow plug right next to the molex connector. What is that plug for?
 
You pretty much answered your own question with the second one.
The yellow plug on the back of the card is for a front-panel input (video, I think) and therefore means that the X850XT comes with VIVO.
In fact, all X850XT's and X850XT-PE's come with VIVO.
