X800PRO VIVO Problem

I have a Sapphire X800PRO VIVO flashed to 16 pipelines, but still running at stock speeds. It has been this way for 1.5 years and has worked fine until recently.

Recently every single game I play has had very very poor quality textures no matter what settings I choose. These games include BF2, Halo, HL2, CS:S, Doom3, SWAT4, and Madden 06. All of these games seem to be running at above average frame rates and are playable without any artifacting. I have run 3DMARK03 at very step and I have scored a consistent ~12,100 points. Below is a list of steps I have taken to solve the problem and my system specs:

1) Removed ATI CAT6.4 with DriverCleaner and switched to OMEGA 6.3

2) Fresh installation of WindowsXP with CAT 6.4 and OMEGA 6.3

Since I have completed a fresh OS installation I cannot see how this could possibly be a software problem. I do have a weak PSU that came with my SuperAlien case, but I dont see how that could cause this.
 
Got a better description of the problem? Can you provide a few example screenshots?

Does 3DMark 03 suffer from the same problem?

This may sound silly, but have you tried changing the quality setting in the ATI control panel or CCC?
