The clock rates for an XT PE should be 520 (519.75) for the core and 560 (560.25) for the memory. What application are you using to determine the clocks? It may be horribly broken or in need of an update. If your card was actually at those levels, it would be a smoking, smouldering heap of slag about now.
 
I really like ATI Tool for overclocking ATI cards. It checks for Pixel errors and also has fan control built in. It also does not have tons of extra crap. I use Radclocker to have my card boot to a certain clockspeed as it uses no resources.

To see current clock speed just look at the overdrive tab that comes with the drivers. :)

Amen. Using ATI Tool on my 9800 Pro got me what my clocks are in my sig. I'm still too lazy to push the memory farther, but I know I can because I've seen other people get more, and I've got ramsinks on all the memory
