I have the chance to get a x1950xt 256mb for around $190. Would this be a noticeable/worthwhile upgrade over a 7800gt?

I play at 1280x1024 (max rez of my lcd). I play various games, from BF2 and BF2142 to Medieval Total War 2 and many things in between.

Its defenitely better. You should notice a difference and be able to crank up more settings.
