X1950XT never kicks into 3d mode

Been playing with my new X1950XT all day and while i really cant complain about its performance, it never seems to go into its 3dmode. I noticed while looking through CCC that it was requesting a core/mem of 621/1800 however was only getting 500/1200....no biggie, thats its 2d mode. Using ATI Tray Tools I monitered the clock speeds while playing oblivion and they stayed at this speed however. Anyone have any idea whats going on?
 
The hotkey poller kicks it into 3D mode, and ATI Tray Tools disables the poller by default. Make sure that it's left running. I know, the name suggests that it has nothing whatsover to do with 3d/2d mode. But it does.
