X1900XTX Core/Mem Clocks?

I'm having trouble understanding something with the clock speeds on my card (MSI Radeon).

With my specific card, the Core/Mem clocks are stated as being 625/1550, respectively.

However, the monitoring program RivaTuner is reading both of these clocks far below (something like 475/750).

Is there just some weird way this program reads clocks that I'm not understanding?

It just threw me off, because this card is clocked as stated from the factory, and this is making me question what the deal is.

Is it that the card clocks jump up to those specs when under load/gaming? Or is it the program?

Any explanation would be appreciated, thanks.
 
Those are the 2D clocks, as a full screen 3D app is run the clocks increase to 650 core and 1550 (775*2) memory, if you have rivatuner set up to run in the background and run a game you will see that the clocks change.
