x1900xt drawing too many amps

and I have no problems.
 
After installing my x1900xtx this evening (side-grading from a 7900GT for folding at home) I am getting a really annoting whine as well (Seasonic 600W PSU). At first I thought it was from the card, but it may well be from the psu. It certainly is not the fan, since I am watercooling CPU + GPU.

Is the takeaway point from this thread that I should replace (RMA?) whichever component is the whiner?

edit: at this point my system is not booting anymore. The EXT_PWR led is on. Using a separate 400W PSU for the water pump etc. and powering only mobo + gfx card with the 600 W Seasonic did not work.
