X1900 can't force refresh more than 60Hz (1400x1050)

It doesn't seem to matter what monitor I use, I cannot get 85Hz with 1400x1050 resolution on my X1900XTX.

I even tried ReForce, though perhaps I am doing something wrong. I entered in 85Hz, applied, it says it will take effect on my next restart and it doesn't.

Is this a limitation of the ATI graphics card, perhaps?

if you are using an LCD there is no benefit from raising the resfresh rate.

Tried with an LCD and two CRT's. I want it to work on my 21" Dell P1130 CRT. This CRT can do 80Hz at 2048x1536, so even 100Hz at 1400x1050 shouldn't be a problem.
