The 1800xt I received from newegg last week came under clocked

You are probally seeing the 2D clocks. ATI now has seprate 2D/3D clocks

its not really worth it, and if you go by that, why not spend the extra 100$ on the X1900XT. But for someone wanting ATI's new core you should get about 80% of the gamming preformace of the X1900 but saving nearly 150$
