Hi guys..I just bought a X1800XT off of Ebay for $90 to temporarily replace my X850XT PE until my new build. I see in CCC that the clocks are noticibly slower than they are suppose to be..Is that because in 2d mode they slow down? Right now its showing under current clocks 475/693 and under requested its 621/747..Thanks..

Yes, those are your 2D clocks - the clocks are boosted in 3D mode, to the "Requested" level. The voltages are boosted too, hence you'll see problems using 3rd party overclocking utilities if you leave the voltage at the 2D levels.
 
If you want, tools like ATI Tool and ATI Tray Tools allow you to remove 2D clocks, and run at rated speed.
 
I used to run an X1800XT 256mb PCIe card. I have a screenshot here that may or may not help you. The card was bios flashed when I got it. Oh and it's made by Saphire
