WTB: Low-specs computer

My buddy is looking for a basic computer that he can use to host websites. It doesn't need to be anything beefy, something in the realm of:

Smaller(er) form factor case with good airflow/fans
Intel i3+ CPU (doesn't have to be current gen)
Mobo w/onboard graphics
6-8GB RAM
PSU to run it all
Optical drive a plus but not required

Doesn't need HDD or OS. If it doesn't have an optical drive that's fine. Mostly it just needs to be reliable.

Let me know what you've got, his budget is sub-$300.
