Buy BTC on coinbase. Transfer to BTC-E. Exchange BTC for LTC. Saves paypal fee's. Just a suggestion
 
But you lose like 10% right there

coinbase charges 1% for buys and the btc-e trading fee is 0.2% per trade, not sure where you're getting 10% from. btc-e may have lower btc/usd rates, but you'd still be cashing out at coinbase so it wouldn't make a difference
 
Plus, if paypal knows you are trading money for BTC or visa versa you will have your account banned. Just fyi
