WTB: Cheap PCI-E x16 GPU ($25-ish)

Fixing my parent's friends computer... Their GPU is fried and the computer doesn't have integrated video. I need something basic and cheap, although something that can decode HD video would be nice. So HD2400, 8400GS, 8600GT is preferred. Also this computer doesn't have a PCI-E power plug so I'd need something that can just run off the slot.

Heat is under 450.

If you have a local staples, try checking there, I bought a PCI-Express 8400GS for $20 on sale there about 3 days ago, dunno if that is local of chainwide though.
